Concept Part 1 – Definition (0:45 – 3:00 min)
> Sabse pehle: "State" ek permanent aur abstract concept hai — jabki "Government" ek temporary aur concrete system hai.
State ke 4 basic elements hote hain:
1. Population – log
2. Territory – zameen
3. Government – shasan tantra
4. Sovereignty – apni marzi se decision lene ki taqat
Aur jab yeh chaaron elements ek saath hote hain — tabhi ek full State banta hai.
Example: India ek State hai, kyunki in sabka milan hai.

️ Concept Part 2 – Government (3:00 – 5:00 min)
> Ab baat karte hain Government ki — yeh sirf ek machinery hai, jo State ko chalata hai.
Yeh replace ho sakta hai (election ke through), lekin State kabhi change nahi hota jab tak wo external force se destroy na ho.
Example: 2014 mein Manmohan Singh ki government gayi, Modi ji ki sarkar aayi — lekin "State of India" wahi raha.
Yeh ek UPSC ka favourite conceptual question hai.
